Hi,
There is even so called "free adverising". Gurus say it is worthless, useless and waste of time.
However it works if you use it properly. The article at the site below explains certain strategies you can adopt to lower your adveritsing costs:

Since you didn't give a lot of information, it's hard to give you any good answers. If you happen to use an ad agency-then stop paying them to do your newspaper ads. The newspaper will design them for free -they may not be a graphic or have quite as much detail-but they do a decent job. Where I live, everyone in town gets a free newspaper on Wed. See if your local paper has something like that. If so, just run your ad on that day-everyone will see it and you won't have to pay for several "runs" even though it may cost a little more to run just that day-however, more people will see the ad.
Don't pay for a lot with yellow pages ads either. You know-where they get you to put your writing in red-costs more-just use black ink. If you use radio-ask for the off times-there are a lot of people who listen to the radio early in the morning and late at night.
If you use promotional products-then shop around. Believe it or not-those agencies can give you a much better deal than they quote you. I know all about that. I used to work for an ad agency and I know all the tricks they try to use on you. I probably shouldn't tell it all here but believe me I know about that one.

You've not mentioned what Business you are in, how big your advertising spend is and what your target audience is.
Web based marketing is a lower cost marketing avenue for most products/services, but you need a good web presence with clarity on what you're trying to sell.
Good luck!

If a product or service is any good, it will sell itself. So after initial introduction, why waste money on advertising ?
