Why not go to Hull University, where Philip Larkin was the Librarian and famously shagged loads of students.

The Chartered Institute of Library and Information Professionals is a professional organization that accredits Library Programs--both undergraduate and postgraduate. They list all the accredited UK programs on their web site.
