There is a way. They can even break it down by county. I've seen the stats somewhere online. I think if you search for HIV on the CDC website it gives a national overview and you can get links to state statistics.

Not in my state (NY), there are privacy laws. But if you contract aids in some states and the person who infected you had knowledge of their condition-they can be charged with attempted murder.
