Maybe they have cold feet or they thought it might rain. It depends on where you live but in my city you can wake up and have to wear your boots to work and by lunch change to your sandals.

I agree!!! ghetto people do!
Oh god, I saw this girl last week with her pants tucked in her knee high snow looking boots that had fake fur!!!!
I was horrified to see this,the weather must have been 90- something outside!!
