no...and here is why. WCW, at one time, was a much better brand of wrestling that ushered in the boom period of wrestling in the mid-to-late 90's. Once Kevin Nash became lead booker, weird things started happening.
For one, Bill Goldberg lost his streak and started wrestling no-brainer matches or turning heel/face every other week. Scott Steiner had a foot injury that left his mobility limited...but that did not stop Nash from KEEPING him champ every week! Chris Benoit was called a "vanilla Midget" and was pushed to the shuffle and finally, The NWO had so many variations that most people literally did not care who was red and black, black and white, etc. etc. When the WWE bought out the WCW, Time-Warner had to still honor the contracts that the WCW wrestlers had signed. A few wrestlers (Booker T, DDP, Chavo) wanted to go ahead and continue wrestling for less money but more exposure..the others wanted to still get "their" money so they either never came on board (Lex Lugar, Konnan, etc.) or they waited until their money was all paid up (Hogan, Rey Mysterio, Bill Goldberg, etc.) to start wrestling again.
The main reason WCW will never come back is because of Kevin Nash's booking and Eric Bishoff and Vince Russo's egos(both of them thought EVERYTHING they did was gold...WRONG!). McMahon will not launch any new broadcast with a W at the front...

They wont WWE owns their library and it would be a mistake to bring back WCW when they already revived the ECW. They were having a hard time coming up with storylines for Raw and SmackDown! already now imagine how much more work they are going to do. Bringing back WCW would sink the quality of the shows.
Edit: They should can all the shows (ECW, RAW, SmackDown!) and put them all on one night of mayhem. Maybe a Saturday slot with 4 hours of wrestling. I think combining everything, puting them on one night and having all the talent on one roster would make it a must see night.

No. There would be no way they could recreate WCW because they would need a home on TV. ECW BARELY got on Sci-Fi and Smackdown is in limbo on CN, so what network would take a WCW remake? Wrestling isn't the hot stuff it was 8 years ago, people.

Didn't SmackDown! a few years ago use to be a combination of WCW and ECW Superstars who were left over from the invasion storyline? I'm not sure if ECW was part of it but WCW was.

No. Vince McMahon owns WCW and the wrestlers who worked for WCW have either moved onto WWE or are at TNA.
