well you can but your body is so used to it and has developed learning how to ride a bike and how to swim both mentally and physically so you cant really forget how to do either one of those things in my opinion.

I havent been on a bike for a gazillion years and just bought a old 1970's 10 speed
I got on.. wobbled a little and then was fine
as for swimming.. I can dog paddle and thats about it

nothing about riding a bike or swimming is known naturally

if that is the case how did I get these scars from falling off and why do people drown then if they should know naturally

As we can't forget walking, running, the next steps of these are cycling, swimming, skating, nothing but higher levels of balancing your body from falling apart..

yes, procedural knowledge (to ride a bike, to tie your shoe) can be forgotten, but not as easily as declarative knowledge (someone's name)
