The city cut my maple tree back last fall. It started growing back. Then my husband built a treehouse over the winter. There has been no new growth since winter. There is this scaley gray stuff on parts of it. Some of the new growth from last fall is braking off.

Maples are extremely sensitive to temp. changes, any kind of construction around them, or their roots being disturbed. The scaley grey stuff usually occurs as the tree gets older...but it sound like you may also be dealing with rot if things are breaking off. It's really hard to access without looking at the tree. Drought, and freeze/thaw cycles during the winter can also harm the tree, as well as a brutal pruning. I would call the city and tell them that the tree they cut last year is dying and they should send an arbourist to assess it.

Every state has an extension office. If you aren't able to get to their office, try the state forestry division or a good nursery.

I think your tree might be dying.
