is a stipulation to guarantee the protection of the State, or an endowment of individual rights?

The Declaration of Independence states "...That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government..."

The 2nd Amendment insures that we have the ability to abolish a bad government, and institude a new government.

It is an endowment of individual rights. The last clause: ...the right of the people to keep and bear Arms, shall not be infringed., is independent of the rest of the Amendment's text. The "people" is recognized as being individuals NOT just states or organized militias.

It's not an endowment of individual rights as much as an acknowledgement that self-defense is a right granted by God and cannot be taken away by government.

Here is the truth, mormons get no religious freedom because they cannot practice polygamy so is that a violation of rights?
If you stockpile weapons you are declared a cult and subject to arrest.
If you are any tupe of threat to the government of the USA you are classified a terrorist.
so where is the freedom in this?

Both. It protects both. I think it was meant to do so. Protect both the individual and the state. Aside from all the 'annotations' garbage where they try to convince us the black cat is white, it is clear to me. BOTH are protected.
