Did you mean, Could "he" marry his dead wife's sister?{ a male is a widower!} Sure they're not related.I'm a widow, if I had a sister, which I don't, How could my Husband marry my sister , he would be "dead " to make me a widow! But then again if your girlfriend was a "widow" and she had a sister, yes, you are very much alive and "could" marry the sister instead of her! You fiqure it out!

If you mean to marry your sister in law, yes, is legal. You do not have any blood link and besides producing a big familiar mess, I do not see any objection.
If you had kids with your deceased wife, then the problem is to call her my aunt or mama, or just aunt-mama.
Even in the US is allowed and anywhere else.
You can't marry your sister or brother, father or mother, daughter or son. All the rest is as flexible that Woody Allen could get divorced and marry his adoptive daughter. Her mother is his ex-wife.

Actually, I don't know of any place where it is illegal. There may religions that oppose that sort of thing. And I know of certain religions that would encourage it. But usually the only basis of denying a marriage on legal grounds is due to a direct blood relation. Since a man isn't directly related to his wife's sister, there shouldn't be a problem.
