Speaking as one who used to work for one of the top 5 credit card providers in the US, I can say that there are entire subsections of marketing that focus on nothing but creating new brands, new affiliations and new products for customers to use. In some companies, that job is actually given to a "Product development" department, but usually it's a sub-function of Marketing.

It very much depends on the bank and its organisational structure. Apart from marketing functions you may find strategic units attached to CEO or COO offices in a bank which are involved in product development in a wider sense.

A great deal of development / innovation also of course comes from the front line from people who sell products / or manage relationships with customers.
