But mostly to people who are Colombian, and are known to belong to rich families, so that they can be used as pawns in the never ending power struggle between the drug baron guerillas, paramilitaries and the government. So there's a high risk, but lower consequences.
You're more likely to get killed in Iraq - this might be happening to less people but the consequences are slightly worse! Also it seems like the violence is unpredictable in when and where it happens, so if you went there, you couldn't avoid the more dangerous regions. (Rio has very dangerous ghettos but sine they are infamous, those are easier to avoid). And obviously this is not necessarily something permanent, if the situation improves in Iraq, or if civil war breaks out somewhere else this would change. But the Middle East generally has centuries of territorial dispute under its belt now!
