I imagine that it is a type of alliteration but one in which a consonant gets repeated again within the given word so as to emphasise a meaning. Presumably a child thinks of the M as a soft and warm consonant to hear and thus using a word by which the M is double that of "mother" or "mom" a child is telling that caregiver that she is very special.
