To be good is truly based on how well the wrestlers "sell" the stories and wrestling moves. Samoa Joe sells the story with his amazing array of moves.
Based on this premise, Samoa Joe is damn good. Unfortunately not everyone knows yet, but in due time they will.

The question is difficult because wrestlers can be made to look good or bad, depending on how the bookers want to make them look. Does he have raw talent? I'd say yes.
