Funny you should even ask.

Anybody with 23 mil waiting for you should contact you some otherway than bulk e-mail. It is a scam.

In fact, I get regular mails from Spain with a Spanish postage informing me I have won some lotto. The con artists are getting sophisticated!

NO, NO, NO, NO, NO!!!!! Any reputable attorney will tell you personally, not by email, if you are getting $23 million dollars. Next time, block the sender from sending you anymore emails.

No. It can not. If someone was giving you big money they would probably come by in person for a start. It sounds more like the opening round of a scam in which you will be the big loser.

It's from a foreign country right? I get those all the time and have never responded. It sounds too good to be true to me. Plus they want all of your banking information to "deposit" your money.

I would ignore them unless you want your bank account cleared out:)
