I am waiting for an decision on a fulltime position, made it through 1st, 2nd interviews, and check of references but, another offer came in that is part time and less pay. The second party needs an answer now. They want me to sign tomorrow and begin on Monday. What is the apporiate course of action?

How confident are you about the first opportunity? No, I don't believe it is inappropriate to place a call to the 1st and ask how much longer before they've made a decision. I wouldn't mention the 2nd offer for fear that you sound like you are threatening them...
Try to buy some time with the 2nd meanwhile... They can't expect anyone to start that quickly.

Call the first job, ask them if you need to go thru more processes, and when they will make their decision. You can tell them you have another offer (DON'T tell them it's part time and less pay. They don't need to know that you're desperate for a job). You can also say that although this second offer is a nice one, you would prefer to work in the first place, but would like to know where you're standing.

Call and ask. If they get upset, then you didn't want to work for them anyway.

You can take the P/t job and quit if the other company comes thru with the offer. But you have to be able to live with yourself, so that decision is up to your conscience.

You could call. They might think you're needy.
If you mention the other job offer, they might think it's a tactic to pressure them.
If you call, just ask if the job is still open, when it will be filled, etc.
Then make your decision.
