I'm not sure i can fully answer your propagation needs but if you cut back after flowering will stimulate further boom to propagate you could try soft tip cuttings in well drained potting mix ,but i live a half a world away from you and am not sure of your climate to make good judgement .

Penstemmons are a cinch. They propagate readily from seed, which you would collect this Fall, or you can also divide them almost anytime they aren't blooming or temp isn't over 75.
