You could measure his inseam and that should give you a more accurate sizing.

I think you asked this question in slightly different words. Here was my answer to that one, repeated here:

What you're asking, I believe, is "what is considered the appropriate length for jeans on men".

The answer, obviously, is a bit of personal preference because there are trade-offs.

First, it is normal and fine for a bit of sock to show when a man sits due to the fact that bending your knee pulls the hem of the pants leg up a bit. It should not be a huge distance, however.

If you wore jeans long enough to NEVER show any sock, you'll end up stepping on the back of the pants leg when you walk. This will get them very dirty and will quickly damage them. HOWEVER, that is sometimes considered an acceptable solution if you want a "well-worn" look with fraying in the back.

As a rule, judge the correct length as follows: When standing the jeans should stay just above the floor in the back and should bunch up a little (or "break" as the fashion industry says) in the front on the top of the shoe. If the jeans don't bunch a bit in front they are too short. If they drag the floor they are (usually) a bit long, but that is dependent on the look you want.

For slacks, the pants should JUST break in the front (basically a single crease) and should NEVER strike the floor in back.

If he's walking on the bottom of the pants legs, they are too long! They are too short if any of his leg is showing when he's standing up. If someone is paying attention to his ankles & socks when he's sitting down, they need more attention from the teacher!

Kids now wear their jeans way too long. They walk on large pieces of fabric, which then frays and has long strings hanging. I don't mind the walking on the hem issue, but some kids are wearing 4 inches on the ground. If you are going to err, make it on the side of being too long. Kids get teased if their pants are too short.

Well, from my experience, it is where the cuff lands when he is standing up. The pant leg will rise up when he sits anyway so forget about that.
It's a lost cause anyway because eventually he will be wearing them with the crotch down to his knees like all the other kids, so why worry about it?

if he's walking on them a little bit its better then them being above his ankles. kids today prefer their jeans too long.

Depending on how old he is you may as well buy then longer so they he will grow into them.

if you see fraying at the ends you know they are too long
