Work backwards:
45 is 3 less than 48.
1/3 of 48 is 16.
So the number is as much above 12 as it is below 16. The average is 14. So the number is 14.

48 * 1/3 = 16
12 + 16 = 28
28/2 = 14

lets do something like this
x = 12 + y ................ equ (1)
where x is the number we are looking for and y is the difference between x and 12.
considering the second part of our statement
45 is 3 less than 48
also 1/3 of 48 = 16, so
x = 16 - y...................equ (2)
substituting the value of x in equ (1) into equ (2)
12 + y = 16 - y
solving for y
2y = 16-12 = 4
y = 2
==> x = 12 + 2 = 14
u can confirm our number by testing it, 14 - 12 = 2, 16 - 14 = 2
so the number we are looking for is 14
