Well it depends on if you like him looking at your legs...wear longer skirts or pantsuits more often.
Now if you like him checking you out start wearing stockings and garters.
But the choice is yours to make.

1. Report him to someone higher up in the chain of commant. He is not allowed to do what he is doing.
2. Wear really thick tights, in a non-sexy color like deep blue or red.
3. Wear ankle-length skirts rather than short ones.
4. Take to wearing shorts or boxers underneath your skirt - distinctly un-sexy =oP
5. Talk loudly, and in front of him, about something that will really turn him off of you, such as giving birth to a child (in graphic detail)
6. Threaten him, or get your boyfriend or husband to do so!

First of all, this is sexual harassment. And unless there is a specific prescribed uniform, you having to wear a dress or skirt is as well. You need to report him to the next up, this is a major problem in today's world.

This leaves you open to file suit against the individual or the company. My suggestion is to contact his higher ups and/or file a formal complaint with the EO representative or with your union, if you have one. If all else fails, you can bring him to court. Remember, if he is creating an uncomfortable or a hostile environment, he is guilty. Stop his sorry chauvanistic butt.

You don't NEED to wear a skirt or a dress. No company insists on that sort of dress code these days. Wear trousers. If your boss is staring at you, just say "Hey! What are you looking at?" If he persists speak to your HR department and report him for harassment. Stand up for yourself.

I had that happen to me once. But the boss was good looking so when he watched me I got sort of into it. I used to let my skirt ride up and then give him a peek.
