Same reason people say feet smell and noses run. As really it should be the other way round.

I think that it is implying the action being performed by the kettle.

The kettle boils the water. Without the "work" being done by the kettle, the water would not be boiling. The kettle needs to be hot enough to boil the water, and even though it is not the molten metal boiling, it is boiling temperature.

Often times speech phrases get shortened when it does not impede understanding to do so. It is the kind of thing that can drive a literalist mad!

i say the water is boiled. people said that just for convenience from the past probably. they want to mention the kettle as well.

For the same reason they talk about a hot water heater when it's a water heater.
