I have the same question to answer this week.first describe the problem then tell how it happened,describe the options for fixing it and recommend a solution and ask for action. When sending a negative message to peers or subordinates you should describe the problem, present alternatives, and ask for input or action. With the superior you want to help or suggest and with the subordinate you are asking for suggestions

Just as you do "audience anlysis" when you prepare a speech, do a "recipient analysis" before you prepare the msg! see what is most effective for the mind that receives the msg! then, make a very positive approach towards your negative msg, such that your positive attitude carries the msg through to conclusion as a good draft, a well drafted msg, a very effective msg that does the intended job for you!
