Most resumes are fairly generic. However, a cover letter shows that you have done some homework and have some specifics to point out (within the resume) that are key points for the job you're applying for.

Use both. Doesn't have to be "war & peace" but the difference between one attachment and two is a level of that 1st impression. Do you really want them guessing what your best points are for this position?

I've always used the email as a cover letter.

Ask yourself the question, if I were doing the hiring would I want to hire the person who was well prepared and included a comprehensive cover letter or the Lazy shortcut guy who couldn't be bothered. If you are lazy with the application what will you be like once you've been hired ?

I've always had concers about using the e-mail as the cover letter, because the person you send your e-mail to isn't necessarily the one doing the hiring. If it's included in the document, when it's printed out or forwarded, it stays with your resume.

Take shortcuts in everything you do to present yourself for employment. Don't bother washing your hair before the interview, a little dippity do will surely do. Don't bother with mouthwash, egg and sausage burrito breath will be sure to please. Don't bother polishing your shoes, they'll just get dirty again anyway. And who cares how nice your cover letter looks. You employer will surely see that you are one with great care to attention by your inactions you lazy butt.

I tend to do both. Some people like attached files more. Some are just too stupid to open them.
