VCs would help only if you want to develop the idea yourself, not to sell it.

Before you sell an idea, you have to make it salable, i.e. protect your intellectual property rights (by patent, for example). Find a partner who would help you with that. In the U.S. every university (including mine) has a technology transfer office which helps scientists to patent their ideas and sell licenses to businesses. You might consider partnering with a university which would fit your profile. For example, our university incubator is trying to help some Ukrainian companies.

Its a two step process, but first you would need to put a 2 to 3 page short summary of your idea and send it to as many venture capital companies as you can. If interest is shown you will need to follow up with a business plan submittal.
