Because what is work to one person brings pleasure to another. It depends completely on how the person doing the activity feels about it.
Everyone's goal should be to find a paying job doing something they truly love to do!

The "pleasure factor". If you don't mind doing it AND it feels good, unless you are getting paid, it is leisure

If it is boring and tiring, it is cosidered work because you do not wish to do it for those reasons.
