Seems like you can't win. I'd be carefull though, this "concern" might well be a symptom of something else. It seems over-critical to me and might reflect a dislike for you, or the beginning of a harassment campaign.

Just tell them that you are more efficient than the others and do not need to be on it as long and by doing so you are saving the company money.
If that does not work with him, then you can go to his boss and tell them the same thing and let that person know that your boss appears to not like efficient work practices and prefers to cost the company money.

Reassurance;
Mention to your boss that you understand his concern that your call charges are low, however this bears no indication to your work performance.
Ask your boss what kind of bill they expect, but don't promise to make calls just to satisfy that figure. Show him that your communications have been through other means.

Yes I believe it. I knew a truck driver once that told me he was getting into trouble because he couldn't make deliveries on time. He also told me if he got one more speeding ticket he would loose his license. He got a new job. There are some jobs where you just cant win.

Speak with him and ask him if there are any other indicators that would make him believe that you are not performing well in your job. Because seriously, there really should be more than one for him to be wanting to have that kind of chat ;-)

Dude, this is NOT a question, it's a statement and therefore does not require an answer. Perhaps you could start up Yahoo Statements or Yahoo Whinges...etc, the clue is in the title 'Yahoo Answers'...geddit?

Did you refresh your boss' memory on the above warning? If he expects you to pay what you're over on your phone, either he can add to your pay or give you more time so you don't limit yourself.

Wow your boss is a hypocritical dick. What a shocking situation. They all are. Power corrupts and absolute power corrupts absolutely.
Just smile, switch off brain and ignore then pee in his coffee!
