Go to the ohio bmv web site and print a copy of the form. You only want a registration record so check the appropriate box(303). They will also want to know why you are requesting the information i recommend telling them it may be used in a civil litigation matter(7), there is no follow up or requirement to use it in a civil matter.
Most importantly DO NOT do what jan 6210 advised, you'll end up in jail. Celeste's recommendation costs 39.95. If you do it yourself its only $2 plus a stamp or, you may be able to go to a deputy registrar and pay $5.50 but i think that's for an abstract and you want a registration record. I've done this by mail several times myself it takes 2-3 weeks max. If you have further questions feel free to contact me.

go to the police station and tell them you got hit and run! give them the number and wait a few day!then go back to the police station. you will find the owner of the licence plate of the motorcylcle there. goodluck

Go to a lawyer & he will go to Police & then you can file suit right away, there's no excuse for hit and run, or am I missing something here?
