How to know that a particular website is submitted to a search engine? or atleast when is the site last submitted to the search engine?
Is there any third party / software to know the submission details?

No there isn't any way to know if a site has been submitted to the search engines but you shouldn't be wasting your time submitting.
Adding a site to all the search engines is easy because they have bots spidering the web following links. So all you have to do is obtain some links pointing to your site http://www.seo-blog.com/directory-links.php
Submitting your site to search engines is a waste of time and effort because you need the links to rank well anyway.

No software but simply submitting it to the search engines will do. In time, the spiders will find it anyway.

If you're looking to get a website indexed quickly, post a simple ad on craigslist.org. That will get you indexed within 2 or 3 days of posting the ad.
