First of all the difference betwen prediction , forcast and reporting is to be understood. Prediction is something which an expert does without having any prior knowledge or without seeing anything. Reporting is telling in advance from the symtoms like observing a strong wind and passing msg 100 Km ahead that wind is coming. or in order days seeing the advancement of enemy forces and sending the horse ridders to report to king that attack is likely.Forecasting is also seeing and then based on prior knowledge telling about the inplications to other before the event happens.
Presently the whether is forecasted or reported it is not predicted. The experts collect the date through the ground stations and satteleites regarding the wind, temprature, humidity etc and corelate the same to forcast the expected developments in future.
Prediction of the whether is a function of "jyotish" or "astrology" which due to the mind set of "modern Indian" is treated as most shabily and looked down. Otherwise the prediction s of whether is accurate to the extent of 90 % and the principles are well documented. The pioneer work in doen by the son of great Varahmihir. However as Hindus are ashed of their heritage and hence this branch of study is known as myth or "andh vishwas". Around the globe all the civilisations have their own system of prection which was far more accurate than the present sattelite based expensive system.
An eye opener to this system is tsunami where lakhs of modern sceintific tempramental people died but not a single Jarwa of Andman died and they ahve precited it accurately. How ? Hindus do not wants to know as this will degrade them in the eyes of westerners but fact is they have survived.
So whetehr can be only forcasted by taking help from Astrology curretly we have system of reporting or forecasting.

There are a lot of tools that go into a weather forecast. First you start by looking at a satellite image and radar of the region you're forecasting for and try to judge the timing of anything moving in. Information is also put into computer models and they try to figure out what a weather system will do based on what a similar system has done in the past under similar conditions. Another tool is a skew-t. That one is too complicated to get into, but it is a very helpful tool. Once you have been forecasting for an area for a while you also kind of know whats going to happen in a particular situation so you just go on instinct. Go to www.theweatherprediction.com. By measuring various parameters.The most important are atmospheric pressure,wind speed,amount of water vapour present (humidity)at a particular temp.One can decipher pressure gradient and HIGHS and LOWS and TROUGHS. Normally Lows with percentage of moisure being more predicts precipitation once the atmospheric temp reaches freezing level.
Now satellite imagary gives the cloud cover at a particular place but not precipitation.One can use radar picture and know thickness of cloud layer and hence likelyhood of precipitation.
for a farmer weather normally means RAIN while for a pilot it also means VISIBILITY due to fog,smog etc and Cb clouds and windspeeds.for a layman normally it means rain,drizzle and thundershowers and also swealtering heat and humidity..
finally GOD or NATURE decides everything!!!!!

By watching the movemenet of winds and air pressure pattern over sea and land, long and short term weather can be predicted , this is done using satellite imagery now a days but not with grt accuracy i as we know.

Satellite are meant for this purpose. The images received trough staellite are studied by scientist and compared w.r.t stored records, also some measurements are scaled for nature of weather. this makes prediction for coming hours.
