When we arrived in NAIA last July, our baggage arrived but not our two Balikbayan boxes. By the time everyone had picked up their luggage and passed customs, we were one of the few people left by the carousels.
We walked up to the baggage claim counter for our airline and asked why our boxes had not arrived. While we filled out the claim form, the representative made a couple of phone calls and determined that the boxes were delayed at Boston and were on their way. The rep pledged that the boxes could be shipped to our location in the provinces as soon as they arrived in Manila and were passed through Customs.
As promised, the boxes arrived in the Provinces. However, Customs took their "fee" by taking a few items for themselves. So, not completely honest but close enough, it seems.

there have been many cases cited to you... see, the thing is we Filipinos tend to return anything found not rightly ours. guess it's how we were brought up. as Catholics religion reigns supreme in the Philippines, we tend to practice it's moral values. true, thievery, corruption abounds in Manila but hey, doesn't it exist in other countries too? at least, we take pride of working for our dues (like snatching, kidnappings, hold-ups... LOL - kidding). and returning what isn't ours.
why do we do it? karma - i guess (other than our trait). we believe that returning things we'll give us only good things. and keeping things not ours would create bad karma (religiously said, we'd burn in hell if we don't).
hope this would clear your thoughts about honesty is the best policy within filipinos...

Finding an honest Filipino is like finding a diamond. They exist but are very hard to find.
Why not talk about how much dishonesty is hurting everyone in the Philippines?

anyone could be honest or dishonest wherever you are in the world. Honesty is very much emphasized in the country because many of the Filipino values have been lost due to societal problems and other things but honesty still exists.

you know, there are alot of instances here in our country where you can hear news about Filipinos who returns money to foreigners... most of the time public utility vehicle drivers are the ones who are the ones responsible for this actions... sometimes they even return important documents such as birth certificates, marriage contracts, driver's license and stuffs like that...
i hope i was able to help you... :-)

PAOLO Villaflor has learned the value of honesty at an early age.
The sixth grader from the Francisco Benitez Elementary School in Makati City knew there was only one thing to do when he found a mobile phone on a bench outside the school around 2:50 p.m. on Aug. 14.
Villaflor immediately handed over the phone to traffic enforcer Oscar Ocenada, who brought the boy to the Sta. Cruz barangay hall so he could personally give the phone to community officials.
The boy’s deed prompted Makati Mayor Jejomar Binay to send him a letter of commendation that said: “I hope your peers will emulate the example you have displayed. You belong to our new breed of heroes.”
Villaflor told the Inquirer he was waiting for his mother to pick him up from school since it was raining hard that day. “Nakita ko po ’yong cell phone. Pagkapulot ko po, sabi ko po hindi ito sa akin kaya dapat maibalik sa may-ari (I saw the cell phone and after I picked it up, I knew I had to find its owner).”
Barangay officials were able to trace the phone’s owner, Mina Alvarez, who turned out to be Villaflor’s class adviser.
The teacher did not know how she lost her phone. “I knew I had left it inside a drawer, but when I checked, it was gone. My husband later received a message from my phone saying my phone had been found. I was apprehensive because I didn’t know if it was a call from a prankster. I didn’t want my husband to reply,” said Alvarez, a teacher for 17 years now.
She was relieved when barangay officials returned her phone the next day. Best of all, she learned one of her students found it.
In this case a mobile was returned

My Dad recently left his mobile phone inside a cab. So although the cab driver forgot how to go back to our home (where he dropped off my Dad), what he did was to return my Dad's cellphone to the village guard and the village guard contacted our home to tell us that my Dad's cellphone was returned. Many other instances of cab drivers, messengers and janitors returning lost items to their rightful owners, you hear about it all the time so HAIL TO ALL FILIPINOS LIKE ME WHO ARE HONEST WONDERFUL BEINGS! :)

Ha, you are kidding right? These people live in a third world country. They return nothing to you and often times steal from you. I'm not sure why you want to know, but these are people you can do without I can assure you.
