That question requires a very long answer.
The basic and most simplistic answer is to understand how to read and interpret a drawing or the plans. Chart as you describe it.
Plans are drawn on a "scale". If it is on a 1/4" scale, or it could be any other, the scale,
1/4"=1 foot.
For a model, you can't use that as 1 foot. You would be constructing a full size house.
The first thing you have to decide is how large a model you want to make.
Look at the "elevation" drawing. This will indicate the length and width, and the height of the building.
Once you decide the dimensions of your model, determine the ratio of your model compared to the drawing. IE the full size building. If your model dimensions are, lets say, 1/10 of the full size, or whatever it may be, then you have to adjust the scale on the plans to
make 1/4" = 1/10 of a foot. So, in this case, if the building is 40 feet high, your model will
be 4 feet high. If this is too large, then you must adjust your scale downward from 1/10.
Then you can begin to make the components using that ratio of 1/4" = "your dimensions in feet, and/or inches".
