Why should he not be allowed to see his daughter. Its his at the end of the day. It people that deny access that are responsible for children growing up without a proper father. Let him have his daughter.,

If it was a condition of his access your sister can take him back to court.
I suspect it wasn't so all you can do is give her your support. Don't dwell on it their is a reason that they are EX's.

Is he supposed to do it by law? If yes then report the matter to concerned authority. If he is not supposed to do it then you can not force him.
