Here are some places you could visit:

*The Lipscani area (the city's historic center) - a bazaar district of small traders on the narrow streets around Lipscani street. In the same area you can find the Old Princely Court Museum, the ruins of a palace built by Vlad Tepes a.k.a. Count Dracula. There are fragments of the original 15th-century walls, as well as remnants of the voievodal palace (Curtea Veche) throne room, in which most of the relics found on the site are exhibited. Next door to the palace is the Old Court Church (St Anton), the oldest in Bucharest, dating from 1398 – it doesn’t look very old now, as it’s been destroyed by a series of fires in the 19th-century and then rebuilt. Nearby you can find Manuc’s Inn (Hanul lui Manuc) - the oldest hotel in Bucharest which is still operational was built in the early 19th century.
Then there is the Baratia Church (not in the Lipscani area, but quite nearby), which is the first Roman-Catholic church in Bucharest and also very old, dating back to the 17th century

* The Palace of Parliament - known as People's Palace (“Casa Poporului”) - the world's second largest office building (this is perhaps the main tourist attraction – it was built during communism)

*Calea Victoriei boulevard (with historic buildings buildings such as:
- The National Museum of History - housed in the former 1900 Post Office building, near Stavropoleos Church and the Lipscani area
- the Kretzulescu Church
- The Romanian Athenaeum
- The Royal Palace known also as The National Art Museum
- George Enescu Palace
- The Museum of Art Collections

*Muzeul Satului (The Village Museum) - located on the bank of the Herăstrău lake, one of the biggest and the oldest outdoors museum in Europe – an open-air museum with more than 300 buildings representing the history and design of Romania's rural architecture including peasant homes, barns, wooden churches

*Then, I think that there are a couple of beautiful houses near the Herăstrău Park and The National Romanian Television – most of them are Embassies now.

I guess things are not that expensive; I couldn't say anything about the people as it would only be a highly subjective opinion.
