If you sucked water into the engine while it was running, it's trashed. The engine won't turn over because it's got a hydrostatic lock -- water in the cylinders. If an engine is running when this happens, it will be stopped instantly with catastrophic results. One or more connecting rods will be bent or broken and there's a very strong possibility that the crankshaft will be bent or twisted as well.
You need a complete engine overhaul. The damage from a hydrostatic lock is often severe enough that you won't get the core charge back on the old engine.

It most likely has water in the air intake and possibly in the Engine as well.. Do not try to force it to start until you have drained the oil and replaced it. You may see if your air cleaner is wet or even full of water...the bad thing is only one small drop of water in the cylinder can completely ruin the engine..
But if you are lucky it only did this after the engine stopped running. again do not try to force it to turn over until you have found if it's wet in the air cleaner..or if the oil is looking a milky slimy color...nthen you will need to pull the spark plugs and drain the water that might be inside. It can be easily fixed---But it can be ruined in the blink of an eye too by trying to crank it up.

Possibly a bad fuseable link. Also possibly hydrolock. Pull plugs and try to turn car over. If still not working, check all fusable links. Lastly, remove the starter and take it to the part store and have them check it. Good luck.

Bostonian is correct although there is a slim chance that it is ok. Do not keep trying to start it, take it to a mechanic so they can pull the plugs and get the water out.

It is your starter motor you can test it just by connecting the battery directly to it if it spins then it would be the weiring.
