Ahmed Chalabli testified in front of congress and the UN that Saddam had WMD's. He testified to the Bush regime that once Saddam was eliminated the Iraqi people would welcome the US with open arms.
Saddam in fear of letting Iran know he was weak, did not deny he had such weapons AND the UN asked for proof that he had none. Nobody can prove something that doesn't exist...it is a catch 22.
