what is the difference between formal dining to fine dining?

FORMAL DINING has to do with rules and conventions of etiquette, and not necessarily with the quality of the food or your enjoyment of the experience. Either bad or good food can be served formally, but a lot of 'things' will be in the right place. Formal Dining expects you to be in proper attire; many forks and utensils will all be in proper order; The wait staff will serve in a particular way and in a particular order; etc.

FINE DINING is more associated with the quality of the food and the enjoyment of the experience, meaning that you like it and/or the chef enjoys preparing it. Fine dining implies that the food and the experience are enjoyable. Fine dining can be formal, but it doesn't have to be. If the food is good and enjoyable - you are experiencing fine dining.

Formal dining is more in reference to your dining attire while fine dining is more in reference to what type of food you are having.

Formal dining is where you get dressed up in formal wear and dinners are served on fine China, etc....it's elegant.

formal dinning will take 20 minutes, whereas fine dinning will take 2 hours i guess.
