F1 website says fueling of 12.1 litres per second is allowed and considering they stop fo about 7 secs average, I guess thats 85 litres.

A F1 car has double tanks that can hold around 70 liters EACH.
So a F1 car can carry up to 130-140 liters with fully... full tanks.
But at a 12 liter/second flow on the pump, a pit stop to fill the tank completely will take around 15 seconds.

I don't think there are specific regulations. As they now have fuel stops and tyre changes, it wouldn't make sense to fill a car to go the whole length of a Grand Prix.
There are regs about fuel itself. Get ready to go to sleep!

close to 40 leters... But hardly can finish a race on that - they need to stop at least once for fuel intake !
