Not sure, I know a guy who is from there and I forgot to ask, next time I will ask, and if he was the last one out did he turn the lights off, because if their was a power cut its hard to be sure.
I'm glad people like you are sending in questions, I would be worried by the thought of you being out in he real world.

Actually Uganda is a totally fake country and doesn't really exist. The CIA hires people to pretend to be Ugandans, and if anyone actually wants to travel there they take them to Cleveland and tell them it's Uganda.

Why are you asking this? If they have electricity at all, odds are really really really really really really really good people live there. Heck, just having a country makes for really really really really really really really good odds. Please open your eyes to the wider world.
