Brown is active, blue is neutral and green+yellow is earth.
This is for AC power (alternating current)
Seriously, electricity is an extremely dangerous thing without the knowledge and experience needed for even a basic repair (like a plug or socket).
The money you could save doing it yourself might not be worth it.

The fact that you ask which one is positive / negative tells me that you should not attempt to do any electrical work yourself.
Unless you are suicidal (or want to cash in on your insurance).

your scarying me pal, dont know what country your in but in the USA our colors are white for nuetral, green for ground, and usually black or red for the hot leads....but any other color can be used...just not very common....
with the exception being HVAC wiring....
