Do you mean Heckle and Jeckle the two birds?

I am assuming that you mean the two magpie birds Heckle and Jeckle.
The first H+J cartoons from the 40's were by Terrytoons Studios.
In the late 70's-early 80's Filmation also produced a few H+J cartoons for CBS that aired as part of "The New Adventures of Mighty Mouse" show.

Filmation made Heckle and Jeckle... and also made Mighty Mouse (here I come to save the day......).
