what do you mean by "lower" legs? your shins/ calves? (the part of the leg beneath the knee towards the foot). or your thighs? (the part of the leg above the knee towards your hips). how often do you shave your legs? how long have you been shaving your legs? what kind of razor and shaving cream/ soap do you use? depending on how sensitive your skin is, and how often you shave your legs, you need to be very careful about how you take care of them. i have extremely sensitive skin, and even after 10 years of shaving, i still get painful razor bumps and nicks. there's no way to completely prevent these, except by growing out all your leg hair, and then having it waxed- this is impractical and expensive, and most girls don't have the patience to deal with it. the other option (for sensitive skinned girls) is to suck it up and deal with it. there are a few shaving creams that are better than others (aveeno sensitive skin shaving cream) combined with "sensitive skin" razors... but the key to this "other option" is a slow, gentle, cautious shave. what it takes to pull off a slow, gentle, cautious shave: *don't shave every day. try not to shave every other day. ideally, you will only shave your legs every 2 days. *when you do shave, let your legs soak in warm water. you don't need to take a bath (although that would be ideal!), but shave your legs as the last step in your shower routine, so the skin and hair follicles have a chance to soften under the hot water. *also, when you do shave, do it slowly. use regrettably expensive razors (those that advertise many blades and moisturizing strips), and pull the razor across your skin SLOWLY... yes, you can achieve the same result whicking the razor super-quick across your legs, like most girls are able to do, but if you do this, you will emerge from the shower only to notice pinpricks of blood and angry skin bumps.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

Use a good shaving lotion with baby oil. Apply calamine or some aloe vera based cream after shaving.

use after shave.. the salicylic acid content will help hair follicles emerge easier and so prevent nodular formation on the shaved zone...

use a hair remover and not a razor, or don't use soap to shave with and use a sharp (new) razor.
