introduce new laws against things like bribery.

Observe the plundering and looting with destruction of God's natural assets with the loots glaring under the sun, moon and stars even on cloudy and rainy days too on planet earth.

Corruption is due to restrictions, long procedures for getting anything done in Govt. offices, red tape, etc. In fact everything and anything to put hurdles in your way. But once the bribes are paid it is just the opposite. All restrictions, procedures, etc. are forgotten! You save time! Just Pay (Bribes) and Smile!
