Everyone is photogenic. It's just a matter of timing that the camera captures the face of the subject at a wrong time, angle, lighting and background.
In all seriousness - some people are more transparent with their feelings and emotions than others. That passionate outburst of emotion, i.e., happiness, concentration or what-not, is what the camera captures - in their eyes. Others who are "not" photogenic, really - are more conscious. What the camera captures is the aura of a looming feeling of the person/subject.
I haven't seen any photographs of professional photographers that are not photogenic - most of the subjects were captured on candid shots, yet they look beautiful and even get published on global-reaching magazines.
Being photogenic is a coordination between the good eye of the photographer, the perfect timing of pressing the button at a time when the subject is at his/her finest moment - whether in happiness, tears, rage, any sort of state.

results are a beauty picture without flaws

i guess it all down to genes...
Its like asking...why are some people taller than other...
its all in the genes
Some people just look good when captured in a still (while OTHER people on the other hand, look better in full motion )

Looking relaxed and confident can make someone more photogenic, I think. Also youthfulness. Damn those young ones.
