You mean "Rosey's Boobs"
It has nothing to do with Rosey nipples or Rosey boobs (colour).
The woman here was a world war II poster character woman known as "Riveting Rosey" or "Rosey the Riveter".
It was not a cartoon but regular poster in it a was well endowed woman, she was shown holding an air operated riveting gun, back drop was a fighter plane wing.
GI started using it as pin up poster, by today rating it would be rated for general audience(for GA), at least the first few and the official promotional poster from war department. Later once had more curves and cleavage but still would be for GA.
Indirectly poster was suppose to encourage more woman to join work force to produce needed goods to help war efforts. It had a face of an out going volunteer woman name Rose known as Rosey, she worked at one of the aircraft factory. Woman (believe work at Ford, Rockford Wing Mfg. Factory) , I believe she never received any compensation for her part.

Woman was actually a good looking normally built, sweet face woman, the artist provided the additional touch up to hide her. true identity. The workers at the plant recognised her as their Rosey. Some poster did say "How about joining Rosey".

Rosey is the name of a woman who has large breasts. I tried a search and got a whole bunch of **** and pictures of the same woman.
