Tell them that they should speak English inside the classroom. If they forget about this rule, they should pay at least 5 cents per day. And if ever the money reached to $50-$100, well, buy something to eat as a reward to those who abide by the rule and lesser reward to the rule breakers. Try it. I think, it will be effective and fruitful.

You can make easy crosswords and/or word searches for them to do as homework. There's tons of free programs online for both of those (or you can check out download.com). Hangman is a good idea. You can also use the sneaky trick of getting cheap toys and small candies to give out as prizes for winners, or for giving out to kids who use a word correctly.
