Do you have a thumb drive which holds a card or has an embedded memory?.... Because some of the SD cards which have a write lock protection happen to get locked (mechanical problem).... I have a thumb drive which holds a lexar SD card which gets write protected when directly inserted into the SD drive of my laptop but works well on SD card writer...

If yours is a thumb drive with embedded SD card then the most probable reason could be that some process of your OS is still accessing some file on the thumb drive... "Restarting the PC and deleting the files immediately on bootup" - is one of the "almost" fullproof solutions (unless you have some program locking the removable disks on startup)... If this still does not work then there must be some mechanical failure... Contact the support person of your thumb drive and get it checked....

Where are you deleting the file from?

If floppy disk, check that the disk is not write protected.

If from HDD, check that the file is not in used. Closed all application.

Sometime, there are background applications holding on to the files, so worse come to worse, you have to power up the PC is SAFE mode, and delete that files.

One thing which I hope, you are not deleting the file from a CDR.
Hahaha.... just joking.
