Simple both (Indian occupied kashmir & Pakistan semi independent Kashmir) Kashmir parts should become a state Name as ''ISLAMIC AZAD KASHMIR''. And Islamic Azad Kashmir should be an Islamic state having the rules of Quran & Sunnah.

the governments of the 2 countries should first ask the residents of kashmir their opinion of to whom they will accept because they too have the freedom to express their thoughts so by doing this may bring a peacefull resolution to kashmir's issue ,now it is only a political issue and not a public issue

I don't think there is a solution for Kashmir as Pakistan wants to cut out a new land for Muslims. If you believe the recent survey of CNN most of the Pakistanis believe that India and Pakistan should keep the LOC as permanent. If you ask Balochis in Pakistan they will say they want separation from Pakistan and if you ask Sindhis they reply the same. It is because their leaders taught them that Pakistan government is only for Punjabis and not for them. Plebiscite will decide Balochis and Sindhis matters?

The solution is to consider the LOC as permanent and if anybody think by was they can get Kashmir they are in fool's paradise.
