the testes (balls) in which the scrotum encapsulates are very sensitive to temperature changes. they don't like too cold or too hot envoronment; i.e., if it is too cold outside the scrotum wil lcontract its muscles to pull the testes nearer the body where it is warmer; if is too cold inside the body, the muscles of the scrotum will relax to pull the testes away from the body.
thus, the loose skin, it is intended for the scorum to relax and contract depending on the environmental conditions.

the pain that you experience is called referred pain. it means the nerves that carry the pain receptors from the testicles and the skin and tissues around the abdominal area converge into one pathway. eventually, they only have one nerve pathway that goes to the brain. that is why if you feel pain in your balls, your brain might also mistakenly sense that you have pain on the abdominal region as well. in other words, the brain it gets confused. it happens and it's true

The scrotum has wrinkles because that is where the extra skin is when your penis isn't hard. It is called deferred pain.

it xpands and contracts so thats y and there r glands located near the stomach and the pain is tranfered to those glands
