I guess you see that just about everyone thinks full lips are a blessing- and they're right! What you need to do is BALANCE them with your other best feature- your eyes. Look at magazines and cosmetic websites to see how you can make your eyes the focal point. Make them appear larger. Try this-
Pick a liner that is dark, but blends with your lashes.Black or very dark brown, probably will be best. Line your lid. Nothing fancy, just line it. Line your lower lash line only about 1/4 to 1/3 from the corner to the center. Not all the way, that will close your eye up and we want it to be big. Now, following the curve of your lower lash, extend that line up a little to where the crease is. Sort of aim it at the end of your eyebrow. Take the liner over the upper lash and make it meet the extended line. Fill it in if you need to and make it blend. Take a rich eye color, like a dark blue or a rich brown (not too golden) and bring it along that extended line and across, partway into and slightly above the crease. Again, not all the way across- that will close up the eye. Blend well to shape and shade the eye. Use a medium color on the lid and a lighter color under the brow. Play with it to get an eye look that will make your lips appear more in proportion. A more subdued lip color is appropriate when your eyes are the focal point, and that will keep everything in balance. You will have a killer combination!

You can try using a lip-liner the same shade as your lips, only line just slightly inside the natural lip line, then fill in with a matching lipstick (no glosses or sparkles, though). A matte, soft color in a neutral shade is good. If you go too light it will make your lips look bigger; going darker will draw unwanted attention.
If you emphasize your eyes with makeup (shadow, liner, mascara) and leave your mouth understated or natural with an almost flesh toned lip color, you will also minimize your lips.
As I hit my mid-20's I veered toward a softer more natural mouth and focused on showing off my eyes. It made me look younger and de-emphasized my fuller lips.

I wouldn't line your lips inside your lipline as this can look unnatural, but I would avoid using lipgloss and shiny lipsticks. If you want to wear lipstick, use a matt (non-shiny) formula.

Yes, anything shiny or glittery will only enhance their size, go for something matte or just go bare or with chapstick
