As has already been said, the correct answer is 1024, because it is based on a binary system. However, since most people can't easily divide by 1024, often when people have the full value eg 536,870,912 bytes, they would say 536 Megabytes, when in fact this is 512Mb.
When people are marketing disks and memories they also often approximate, so anything close to 1GB will be described as 1GB.
