It means, the TV personae of Joanne Whorley or Phyllis Diller. I guess a more current reference might be a Lisa Kudrow. Broad indicates a woman with moxie, with chutzpah. A broad is definitely a step up from a dame. It's still derogotory, but some women adopt it as a badge of honor, like New Englanders taking the insult, "Yankee" and making it a positive statement. Or homosexuals adopting the word queer. Wacky, of course, means, whacky. Donald Duck type wackiness. Silly and playful, but with an edge.
